NLS LANGUAGE OPTIONS ORACLE 10GR2

dear gurus,

i plan to installed oracle 10gr2 on linux machine, where i have 2 confusion and doubts to clear about

1) first new installation where and how or what options to select in order to choose nls language like "AR8MSWIN1256"

or

2) if already oracle database installted, how to convert from 1 characterset to another characterset to "AR8MSWIN1256"

i read the documentation, but exact database parameter has no clear idea. if someone can highlight and provide basic guideline with commandline sql.
