Newbie questions about forms(urgent)

I recently got a new job , the job description is dba, however after 12 days in the company, my supervisor said that the company needs more than a dba, and he asks me to learn how to develop a system. He suggests that I learn Java. My questions are:

1. Because my long term goal is to be a great dba, is JAVA userful to a dba role? How long approximately would it take to learn to build a system using Java and related tools?

2. What exactly can oracle forms achieve? Can I use it to build , for example a BOM system(front end and back end)? or would it require other languages and tools? Is it free?

3. Do I need to install oracle application server in order to use oracle forms ? is oracle application server free?

4. can oracle form be used across linux and windows platforms? Can it be used on other db, like ms sql 2005?

I appreciate the inputs :)
