New Web catalog in OBIEE 12C

Hi All,

I want to create new web catalog in OBIEE 12C.

I checked in EM where there is no Deployment tab exist anymore.

I had run the below command

C:\OBIEE12C\Middleware\Oracle_Home\user_projects\domains\bi\bitools\bin>runcat.cmd -cmd rehash -help

I got the help info by running the command.But iam not able to understand the info.

Please help me how to create new web catalog in obiee 12.
