new installation DB 19.3c delivers "the network adapter could not establish the connection"

Hello everyone,

I have a completely new installation on a MV aws ec2 m5.large with ol7.6.

but I don't have access from the outside, both from sqldeveloper and https: // server: 5500 / em.

The configuration is as follows:
