New Connection + sign on clicking is not opening dialogue box

Hi ,

I have tried installing and re-installing the SQL Developer in fresh location (deletd /users/appdata/sql developer) . but to no avail . please help me in fixing this issue . I am new and started working now on SQL Dev . I am using 4.1.3 and Java SDK 1.8.77
