Network adaptor error 17002 after changing the password on windows machine

Hi all,
As soon as i changed my password on windows xp and restarted my machine, my oracle-10g stopped working. It gives me below error-

Database-General Problem encountered when getting connection for database pegarules 7002 Io exception:
The Network Adapter could not establish the connection
From: (unknown)
Caused by SQL Problems.
Problem #1, SQLState null, Error code 17002: java.sql.SQLException: Io exception
: The Network Adapter could not establish the connection
at com.pega.pegarules.data.internal.access.ExceptionInformation.createEx
ceptionDueToDBFailure(ExceptionInformation.java:157)

It doesnot even start from services.msc. Please provide some pointers/tips for more debugging.
