Network Adapter could not establish connection?

i have a peculiar problem.

I have an application on Win2k and need to access Oracle8.17 on IBM AIX4, I used JDBC thin driver (ver 8.17) to do that.

The exception I get is:
Network Adapter could not establish connection.

and when I use that App to access oracle on the other win2k server, it works well
