Netscape 6.23 doesn't recognize JRE 1.5.0_01

I have NS 6.23 installed on my XP machine with JRE 1.5.0_01. When I open my NS 6.23 browser and look under Tasks->Tools, Java console is grayed out. I opened the JAVA console and made sure it was set to use JRE 1.5.0_01 with Netscape and it was set to Netscape. Of course, it wasn't the obvious.

I have tried several different to install both Netscape and the JRE and each time, the Java Console remained grayed out. Funny thing is, if I go into the registry and change the Current Version from 6.23 (en) to 7.0 (en) it recognizes the Java console is no longer grayed out. But as expected, that opned up a different can of exceptions.

Is JRE 1.5.0 compatible with NS 6.23? This problem does not happen in NS 7.0.
