NetBeans IDE 3.5.1

I 've installed J2EE 1.4 and i want to edit my servlets and JSP code using " NetBeans IDE 3.5.1 "
but when i'm tring to run " NetBeans IDE 3.5.1 " it raise this message : " JDK 1.3 or later cannot be found machine "
what shal I do ....
