.NET and Oracle, where to store the business rules

I know that there is no right answer, but I was looking for some advice on how to start planning our move away from Oracle Forms, and towards .NET (WinForms or WPF).

We currently enforce our business rules at the table trigger. This is working ok for us ok, but it doesn't really allow us to take advantage of objects in .NET. But placing all of our business rules in C# moves us away from our expertise in PL/SQL that we've built over the years (plus, our Analysts are good at reading PL/SQL, and would have a tough time deciphering Visual Studio and locating code there).

Does anyone have links which discuss some of the practical issues people have encountered when tackling this problem? I like the idea of building business rules in PL/SQL, and calling those from .NET, but I'm concerned about scalability.
