Need Universal Installer 2.3.0.5.0a

I'm trying to install the latest Oracle 9iR2 ODBC driver, version 9.2.0.6.3, but it refuses to install because Universal Installer 2.3.0.5.0a is required and I only have Universal Installer 2.2.0.12.0. Where can I download Universal Installer 2.3.0.5.0a without upgrading to Oracle 10g?
