Need to send email when a job is slow or failed to user

Hi All,

I need to send a mail to corresponding user when my job runs behind its scheduled time or failed. In existing model ,we mail to concerned users from OS framework not from Database. So I should utilize my OS email framework for sending alerts if my job failed or runs slow in my database.How should I do communicate to my OS email framework when my jobs fails or runs slow from Oracle ? Please kind your advice
