Need to Bind USER_DN (cn=root)

In SUN Directory Server 7.0 , I am trying to add a DN cn=root.

I tried like this
./dsconf create-suffix -p 2001 -e cn=root

I believe its creating suffix for DN , I found there is a option -D.

But I am not sure how to use it and create a New UserDN cn=root

Please let me know what are the steps.
