Need Sql/Plsql code to convert CSV files into XML files and vice versa

HI All,

I have requirement to convert csv format file to XML format file and vice versa.

I am using oracle 10g R2 on Windows XP.

Please help me if any body is having any idea.

if anybody is having JAVA code also ,please send me.

Please help me with the code examples.
