Need Help with Translation

I have researched and try all possible solutions. I can't seem to get any labels or fields to translate.
Here is what i did.

Mapped primary language
Seeded the app

I check the translated file and none of the text is translated. I even changed the file myself and applied it after and nothing changed.
I then tried to manually edit translations and it still would not show in the app.

Anyone help please!!!
