Need help in downloading oracle SOA 11g

I am trying to download oracle SOA 11.1.1.9.

I could download Oracle database XE, Jdeveloper 11g, Weblogic OEPE 10.3.6, Oracle SOA Suite 11g.

I am facing problem while downloading RCU component for SOA suite 11.1.1.9. I am following below link for downloading required software.

Oracle® Fusion Middleware Download, Installation, and Configuration ReadMe

Documentation is saying to download RCU from Patch 20996068 , but download option is not enabled. While i could download patch 20995651 which is for Oracle SOA.

Any help is greatly appreciated.
