Need help converting .fmb to .xml without Oracle Forms Builder

I have a .fmb file from Oracle Forms and I need to convert it to .xml using the frmf2xml utility. However, I don’t have Oracle Forms Builder installed. Is there any free tool or method to extract the fields, blocks, and relationships from a .fmb file without installing Oracle Forms?
