NAVTEQ data for Oracle Spatial

How expensive is NAVTEQ data? Based on this website http://www.adci.com/autodesk/pricing.html , the price for the data of the entire USA would cost over 3 million dollars say for 3000 counties. Is this correct or am I reading something wrong here? I would love to use NAVTEQ data integrated into Oracle Spatial, but the cost might be too overwhelming for my customers.
