Navigation Service failed to fetch Data for :class oracle.odi.domain.project.OdiUserProcedure

We are new to Oracle Data Integrator and are currently using version 12.2.1 on Windows Server 2012 R2. We believe we followed the installation instructions exactly as specified and everything seems to work well with setting up the physical and logical architecture, creating projects, packages and etc. But we're having a problem creating and accessing procedures. When we expand the Procedures, we get "....loading...." and "Navigation Service failed to fetch Data for :class oracle.odi.domain.project.OdiUserProcedure" shows in the message log. Also, the ".....loading...." doesn't go away and we can't access saved procedures. Once procedures are created and saved there is no way to access them again because they don't show up under Procedures. When we attempt to save a procedure with a name that was used previously it says the procedure already exists but we don't see it under Procedures. We'd appreciated any help in resolving this problem.
