Native iPhone app with Oracle Cloud DB - what is the best infrastructure to

I need to develop a native iPhone app with an Oracle Cloud database.

Question: 1. Do I need to also have Oracle Java Cloud and transact through a mid-tier or can I go directly to the Cloud database using RESTful web services?

Any thoughts or comments will be greatly appreciated? I am a DBA and not an app developer, so I am trying to work out the best infrastructure to use. This is a small startup, so cost is an issue. If java cloud has to be used then so be it, but the cost will be higher.
