jdev ver 12.2.1

My LOV values do not update in the same session when new values are added.When I re-deploy then new values appear.What is the reason?

I have put a dummy vo whose two attributes work as lov's.

When I put it on a dialog of the popup and run the page then new added values do not appear in the same session but appear on re-deploying the application.

What could be the reason
