Multiple spawns of processes on Windows

Hi all

Recently we have been having issues with multiple processes of the following being spawned on our Windows 2008 R2 machines.

cmd.exe
conhost.exe
LSNRCTL.exe
perl.exe
tnsping.exe

there are others also. This seems to be Oracle related as its not happening on any of our other windows machines. Would anyone have any idea what could be causing this?
