multiple row in a single line

Hi Sir,

i have a table  x which have data like below

IDDEPT
10SALES
10PRESALES
10MARKETING
20IT
20ADMIN

I  want data like below

IDDEPT
10SALES,PRESALES,MARKETING
20IT,ADMIN

i do not want to use the LISTAGG function.... kindly tell me if  we can solve it by level or case decode function
