multiple perl.exe using lots of memory?

Oracle 11G + 11.1.0.7 patch
on Windows 64 (Win2003) sp2

Brand new install, nobody is using the db, nobody is using EM,
yet the sysadmin and I see at regular interval, perl.exe processes appearing, then increasing in memory from 0 to sometimes up to 7G, then disappearing.

Sometimes there is only one process, sometimes as many as 3.

I narrowed it to the dbconsole service, when it is not started after a reboot the perl.exe process don't appear in the taskmgr. If I start the dbconsole the cycle begins again.

Using or not the database or EM seem to have no effect.

I tried rebuilding the EM with emca -deconfig and emca -config, with no change.

So my question is, is this normal? is there something wrong with the installation?
