Multiple Cost Allocation structure for the Legislative data group

We have multiple legal entities, multiple ledgers and chart of account but only one legislative data group.

For Finance & SCM module we setup a multiple chart of account along with multiple legal entities as per client requirement. Means we have separate chart of account by each legal entity. It's one to one relation…

HCM we already setup for one company and legislative data group linked with country and cost allocation. Cost allocation linked with chart of account using the structure instance.

While doing a setup for second company we noticed that we have to create another legislative data group to link with cost allocation. that's mean we have multiple legislative data groups. If we create multiple legislative data groups, then we have to create a multiple time elements and fast formulas and more…
that we don't want to create...

How can we setup a multiple chart of accounts under the same legislative data group?

or there is any other solution?
