Multiplatform installer

Okay here is my problem. I release a program once a year on CD for free. Program is written in java and every year up till now I have used ZeroG's Install Anywhere NOW Free edition. Well ZeroG doesn't have a free edition this year. I found that out about a week ago. Gotta get this thing out by the New Year, Anyway here are my possible solutions as I see them

1- Find a new FREE installer that works on Windows/MAC/Linux
2- Write an installer in Java that will simply create shortcuts and copy files to hard drive

Well plan 1- hasn't been successful. I have found no applications that will reliably install on Windows/MAC but anyone knows of any please let me know

Then there is plan 2- I wrote a JScript to detect OS, Simple. Wrote Jscript to determine if correct Java version was installed, simple. I wrote code to copy files to hard drive, simple. Now the fun part, where I am stuck, how do I create shortcuts in all OSes? I need a function I can write that will detect user directory and create links. I am more concerned with MAC/Windows then I am my Linux users.
