Multi column index leading column low cardinality or high ?

Hi,
could You please elaborate on that case , I've to create multicolumn index on two columns
a. low_cardinality , high_cardinality
or is it better if I create
b. high_cardinality , low_cardinality

I can think about compress option which is better for case a , but what are
other pros and cons .
What things should I consider during decision process ?
Lets say we are on 9.2.0.8 but thats rather unrelevant .
