msvcr100.dll is not a valid windows image

OS: Windows XP Professional 32 bit

SQLDeveloper Version: 4.0.3.16.84-x64

I got the following error when trying to open SQLDeveloper

...\sqldeveloper\jdk\bin\msvcr100.dll is not a valid windows image

Unable to launch the Java Virtual Machine ...\sqldeveloper\jdk\bin\msvcr100.dll

Thank you in advance.

I do not have admin rights to my laptop so I can not install Java JDK on laptop.
