Moving users from one Apex environment to another

All the Apex environments are 3.1.1.00.09 .

I need to move all the Apex accounts from on database to another. I don't use groups, so I am hoping it's as simple as actually exporting a particular table in the FLOWS schema. Any ideas, suggestions? This customer is moving the Apex environment from one machine to another. I have been able to successfully migrate the workspaces, applications, and images, but seem to have hit a wall on the Apex user accounts.
