Mouse Over text

HI i am using Jdev 11.1.1.4

i want to implement mouseover text..say help text on mouse over the component.
i tried this using shorDesc property available with the component..
it works sometime only if we click on the component whereas if my mouse focus on that component value at that time i want to show the help text..
can any one help or tell how to implement this ??
