monitor tablespace used % question

Hi I am using OEM 13c(13.1.0.1.0) to monitor table space sizes. Here is the procedure that I have used

1. Altered the default template by changing the tablespace warning threshold to 80% and critical threshold to 95%.

2. created a incident rule

I am getting alerts from OEM, but not when the tablespaces are at 80%. I got alert when the tablespace is at 88% and then on some at 90%. I am not sure whether am I making any mistake or OEM is not working. Could you please share your thoughts?
