mod_rewrite in .htaccess file

Hi,
It appears that mod_rewrite rules don't work when put in a .htaccess file but do when included in the httpd.conf file.
Is this true or am I missing something?

This is a pain as http server needs restarting after every httpd.conf change whereas .htaccess file changes don't.

Can anyone help with this??
