Missing <wsse:Security> in SOAP Header

Issue :

I have a WSDL from the E-Business Suite 12.1.3 (EBS-ISG) WSDL for the PER_ABSENCE_RECORD.
My Client Class is C#. I am able to create the service object and call the GET_ABSENCE_DETAILS.

Error :

I am getting this Error : Missing <wsse:Security> in SOAP Header
