Missing shortcut ... Windows is searching for mintty.

Good day folks,

Have SQL Developer 18.4.0.376 downloaded to my Windows 10 box and upon invoking, receive the following popup message ...

and eventually I also get the following ...

Obviously, SQL Developer must need this mintty file ... any ideas? Should this mintty.exe already exist?
