Missing rcu files and Oracle services problem when installing oracle forms12c

I have a windows 10 machine

I have downloaded the following files

fmw_12.2.1.3.0_fr_win64_Disk1_1of2.zip
fmw_12.2.1.3.0_fr_win64_Disk1_2of2.zip

I have unziped them to a folder on my c drive called "oracle12c"

I have a Java folder in this location "C:\Program Files\Java"

It contains the following two folders:

jdk-9.0.1
jre-9.0.1

I runing the installer in adm mode

This is what is in a Java window:

Launcher log file is C:\Users\Jerome Greene\AppData\Local\Temp\OraInstall2018-01-13_08-45-49PM\launcher2018-01-13_08-45-49PM.log.

I also have a directory:

C:\Users\Jerome Greene\AppData\Local\Temp

with directory called:

OraInstall2018-01-14_10-15-02PM

It has a bunch of file in it.

In the

C:\Oracle\Middleware\Oracle_Home\oracle_common\bin

the rcu file has not been created

I also don't have any oracle services created either

I have included pictures of the oracle fusion middleware screens & C:\Oracle\Middleware\Oracle_Home\oracle_common\bin directory

This is only oracle forms & reports installationDo I have the download and install the middleware by it's self? Do I have to uninstall everything and start from scratch?

The question is did I miss any steps

And yes I know I need oracle database 12c
