Missing Primary Element Classification in Created User in Oracle EBS 12

Hi,

I Installed Virtual Machine in my Laptop and Installed Oracle EBS Version 12.2.7 Created New Responsibility, User, KFF, Organisation, Department and Employees.

Now I Want to Process Payroll. But I Can't able to create Elements in My Created User (HR Admin).

When i'm Creating Element in "Primary Classification" it is showing Only one Value (i.e Balance Initialization).
