APEX

Hello all,

I have a relatively simple problem here but I can't seem to find the answer.

I created an application for my team, but for some reason, only 2 members of this team can see the developer's toolbar and the rest cannot.
We tried signing into APEX first, and then ran the application from APEX. Most of the team cannot see the toolbar. I looked around on the forums and checked Shared Components -> Definition. Under availability, the status is Available with Edit Links which means that the toolbar should be visible.

Everyone on my team is a developer, so I'm not sure where the problem is.
