Encountered this error with custom ORDS (24) against APEX running on ADB-S 23ai - on https.
Googled / check forum / oracle MOS - but came up with very little - so did not know how to troubleshoot.
Then error mysteriously stopped - and all was well.
Posting here in case anyone has any good theories.
