min servers and max servers on AIX

I have read many topics on how to set the minservers and maxservers AIX tuning parameters.

I have monitored and set them on my production box. I never see any performance differences though. Are these parameters for terabyte databases? My systems are on IBM shark drives, around 200GB of active data and 800 GB of archive data on JFS file systems.
