Military time validation in oracle forms

I have a column called Time of Warming in oracle forms. The format mask is HH24:MI
If the user does not put in the military time, how can I populate a message to say, "Please use Military time format"

Its actually a 30 minute warming time. This has to be entered in military timing. For eg 1:30 PM has to be entered 13:30. If they enter in format other than military timing we have to just give a message to enter warming time in military timing and clear the field
