Migration 1.0.2.2.x --> 9.0.x: FAQ misunderstandable?

Hello,
studying the FAQ in http://otn.oracle.com/products/ias/pdf/9iasfaq903.pdf
we read as anwers to 5.2 and 6.2
5.2: Oracle9iAS Portal Release 2 upgrade scripts will be shipped in Q3FY03.
6.2: Oracle offers the Oracle9iAS Migration Assistant.

Can somebody explains us
1. the difference between the upgrade scripts and the Migration Assistant?
2. When does the Q3FY03 ends?
