Migrate Oracle Forms to Oracle Apex.

I am migrating my files from Oracle Forms to Oracle Apex. I need to keep the functionality / structure to a large extent that you currently have in my Oracle Forms source files.
I have created an Apex Migration project, but when creating the project, in the version of Apex 20.2 the Option of "Create Application" does not appear as in previous versions of Apex.
Can you tell me where that functionality is now in this version of Apex 20.2. Or what other process is required to perform for what I need.
