MFA and SFA users on same tenant

We have students/volunteers who need to take training in Learn. These users are not fully provisioned with Microsoft 365 full licenses for MFA. Can Oracle be provisioned to allow certain users to login to Oracle (if so, how?) using SFA to take training, and then let others click Company SSO and have them MFA upon login?
