Method to Identify User isuing ALTER SYSTEM

Hello everyone,
We have a test database in which APPS (a power user) access is given to all Developers. We had kept TIMED_STATISTIC to false in this instance so that the overhead is minimized. Now from the past few days, some one is altering this value at system level and we are unable to pinpoint the person.

Is there any way I can write a database trigger to capture this specific ALTER SYSTEM event? Any help in this regard is much appreciated.
