Metalink Question

I need access to Metalink and esp. eTRM. I am an independent developer.

if I buy a Oracle Database and support for $600 from oracle will I get access to the whole metalink and eTrm's? or will my CSI stop me from accessing only Database related SR's and support information?

is there any other way to get access to Metalink and eTRM?
