Metalink note 399737.1: Is there a 10.2.0.3.0 client?

Metalink Note 399737.1 says that the fix is provided in 10.2.0.3.0 client and further recommends applying a server patch of 10.2.0.2.0 to a client installation.
This is intended to solve "Login With SQLDriverConnect Fails With ORA-00022 Using Oracle10g 10.2 ODBC Driver".

Cause This is a Windows platform only problem.

This has been identified to be caused by
Bug 4991478 COM application not able to connect when using Oracle10g Client 10.2 if using Neutral Threading or Free-Threaded Marshaller, Fails With ORA-21561 / ORA-00022

With fix for
Bug 4937225 ORA-22 from OCIStmtExecute after OCISessionBegin (Not published externally)
the application fails with ORA-21561.

Solution This is fixed in Oracle10g Client 10.2.0.3.

For Oracle10g 10.2.0.2, apply Server patch 10.2.0.2 patch 1 on Client, Patch 5140461 .

My current client version is 10.2.0.1.0. On applying the patch, I get an error while launching SQL*Plus:
The procedure entry point LpxStreamParseWithDTD could not be located in the dynamic link library oraxml10.

Is there such a client released by Oracle, and is the second option correct?
