Meta tag in Head section, how?

Pretty much every SEO I have used, tells me I need to include a description meta tag in the <head> section.  I'd love to, but everywhere (HTML Header, Region Header, Javascripts) I have tried to put my meta tag, it never shows up between the <head></head> tags when I view the source. It can't be that hard, this is the most basic HTML functionality, so I must be missing something.

How, using Apex 4.2, do I get a meta tag to show up in the <head> section of a page?   I tried searching this community, but I find interface of the OTN community very daunting and frustrating.  I must be using it wrong as nothing ever shows up for anything I search.

Edit: 

OK, problem solved   Everything works as documented (HTML Header), however someone had removed the #HEAD# reference from the standard template, instead of creating a custom template and broke the template for everyone else.  I stick by my comment about the community interface, I prefer the old interface.
