message file sp1 lang .msb not found

I installed oracle 9.2.0.1 on windows XP SP2.
I had error messages when I'm trying to open sqlplus which are :
error 6 initialization sql*plus
message file sp1 lang .msb not found
you may need to set ORACLE_HOME to your oracle software directory

although I set the oracle_home in the registry and in the windows environment

please advice
