Message 2100 not found; No message file for product=RDBMS

I am trying to load records using the host command and sqlldr.exe from Forms. I have install the Developer Suite and the 10g Client for Windows. The following message is returned:

Message 2100 not found; No message file for product=RDBMS, facility=ULMessage 21
00 not found; No message file for product=RDBMS, facility=UL

This is the command line and the location it launches from:

C:\DevSuiteHome\forms90>c:\Oracle\product\10.1.0\Client\BIN\sqlldr.exe

I know that from the Forms application the sqlldr.exe cannot access its message files. Does anyone know how I can correct this problem?
