MERGE CONFLICTS IN ORACLE APEX

I created two working copies in APEX.
one copy is merged into main ( lets say page title ) and from copy 2 from the time i created i did changes to page title and merged into main it is overriding my changes.
There were no merge conflicts, but the changes were overridden."

Is this something not considered while Developing ??
